Subject: Special Recruitment Drive to fill up the backlog
vacancies for SCs and STs-Clarification regarding clearance from the Screening
Committee and ban on filling up of vacancies.

The undersigned is directed to refer to this Department’s O.M. No.
36038/1/2004-Estt(Res) dated 5.8.2004 on the above noted subject and to say
that some Ministries / Departments have sought a clarification whether it would
be necessary to get the clearance of the Screening Committee before filling up
the backlog reserved vacancies in accordance with instructions contained in
this Department’s O.M. No. 2/8/2001-PIC dated 16th May, 2001. It is clarified that:
(i)
The O.M. dated 16th May,
2001 stipulates that clearance of the Screening Committee is necessary before
filling up the direct recruitment vacancies for the year 2001-02 and subsequent
years. These instructions do not apply to the vacancies of the period prior to
2001-02 and therefore clearance of the Screening Committee was not needed for
filling up such vacancies. Clearance is also not required to fill up the
backlog vacancies of that period.
(ii)
Backlog reserved vacancies of SCs/STs
for the year 2001-2002 onwards are such vacancies which were cleared by the
Screening Committee before these were initially advertised / notified. Since the clearance of the Screening
Committee for filling up of such backlog reserved vacancies has already been
taken, clearance of the Screening
Committee is not required again.
2. Ministry of Finance, Department of Expenditure’s O.M. No. 7(7)-E(Coord)/93 dated 3.5.1993 provides that if a post is held in abeyance or remains unfilled for a period of one year, it would be deemed to be abolished. These instructions, as clarified vide Department of Expenditure’s O.M. NO. 7/(7)-E(Coord.)/93 dated 6.4.1994, do not apply to the posts reserved for SCs and STs.
