OFFICE MEMORANDUM

 

Sub:        Centralization of Cadre Management of CSS. Ad-hoc promotion being made by the cadre authorities on the basis of cadre seniority- Representation regarding.

              

            The undersigned is directed to refer to this Department’s Order No. 21/1/2004-CS.I dated 20.4.2005 and to say that para 2 (iv) of the aforesaid order provides for ad-hoc promotion in the grades of Assistant and S.O. against short term vacancies, for upto a period of 12 months.

 

2.         It is observed that the cadre authorities at large are resorting to ad-hoc promotions even against long term vacancies on the basis of cadre seniority of the concerned officers.

 

3.         A large number of representations have been received in this Department from UDCs/Assistants belonging to different Ministries/Departments, who have alleged that while they are still working as UDCs/Assistants, their juniors (in some cases, junior by 5-6 years) have already been appointed as Assistant/S.O. (ad-hoc) through promotion orders issued by some of the cadre authorities.

 

4.         In order to examine/verify the alleged/discrepancies indicated by the representationists, it is requested that the information/particulars in respect of all the UDCs/Assistants who have so far been promoted as Assistant/S.O. ad-hoc by the concerned cadre authorities on decentralized basis in pursuance of this Department’s order dated 20.4.2005 may please be furnished immediately.  The requisite information may please be furnished as per the enclosed proforma, latest by November 15, 2005. It is also requested that the requisite information may be furnished in respect of UDCs & Assistants in separate proforma.

 

5.         It may also be noted that pending any further instructions from this Department in the matter, no further ad-hoc promotions to the grades of Assistant/S.O. may be made by the cadre authorities.
