Subject:- Appointment to Grade-I  (Under Secretary) of CSS on ad-hoc basis.

 

 

The undersigned is directed to refer to this Department’s O.M.No.21/6/2004-CS.I dated 16.3.2004, wherein it has inter-alia been stipulated that senior Direct Recruit Section Officers of 1994 examination, who are senior to some of the Under Secretaries  (in-situ) and have since completed the requirement of 8 years of the eligibility/qualifying service for promotion, would also be considered for ad-hoc appointment as Under Secretary, subject to their fitness and clearance from vigilance angle.

 

2.            Accordingly, following 04 Direct Recruit Section Officers of 1994 examination have been considered for promotion to Grade I (Under Secretary) of CSS on ad hoc basis.  These Direct Recruit Section Officers, who have been found fit, may be appointed with immediate effect to Grade-I (Under Secretary) of CSS purely on ad-hoc basis, subject to their vigilance clearance;

3.         The ad-hoc promotion of Section Officers to Grade-I of the CSS for appointment as Under Secretaries is subject to the following conditions:-

 

(i)                  Such officers would continue to work in the same Ministry/Department, where they are working for the time being.

(ii)                The ad-hoc promotion shall not confer any right to continue in the grade indefinitely or, for inclusion in the Select List for regular appointment or to claim seniority in the Grade-I (Under Secretary) of CSS.

(iii)               Ad-hoc appointees may be moved to different Ministries/Departments as and when the allocation of specific number of posts to different Ministries/ Departments is done apart from the transfer, which may in the meantime be necessitated due to administrative exigencies.

 

4.         It is further stated that to the extent the ad-hoc appointments are now notified, a corresponding number of posts of Under Secretaries would be deemed to have been created in the respective Ministry/Department within the overall cadre strength of Grade I (Under Secretary) of CSS,  authorized vide this Department’s Order No. 21/37/03-CS.I dated 28.10.2003.

                                               

5.                  Formal notification regarding appointment of officers as Under Secretary on ad-hoc basis, may be issued by the respective Ministries/Departments where they are presently working after satisfying about their clearance from vigilance angle. It may please be noted that notification for appointment may be issued only in respect of those on duty i.e. excluding the ones on deputation, leave etc. A copy of the notification should be endorsed to this Department.

         Subject:- Appointment to Grade-I  (Under Secretary) of CSS on ad-hoc basis.

 

The undersigned is directed to refer to this Department’s O.M.No.21/48/97-CS.I dated 20.8.1999 in which orders were issued for temporary upgradation on a personal/in-situ basis of the Desk Officers/Section Officers included in the Select Lists upto the year 1987 and the SC/ST officers included in the subsequent Select Lists, to make up the deficiency in their share of reservation. However, 24 slots earmarked for ST category officers could not be filled up due to non-availability of eligible ST officers. Since the officers holding the posts of Under Secretary on personal upgradation/in-situ basis have been appointed as Under Secretary on ad-hoc basis vide this Department’s O.M.No.21/10/2004-CS.I dated 24th/25th March, 2004, it has been decided that these 24 slots earmarked for ST category may be utilised by promoting ST category officers who have since completed the eligibility service of 8 years for promotion  subject to their fitness and clearance from the vigilance angle.

 

2.            Accordingly,  24  SOs of ST category were considered for promotion to Grade I (Under Secretary) of CSS on ad hoc basis. However,  fitness of only  18 SOs could be  assessed on the basis of their available ACRs. Fitness of remaining 06 SOs, whose names are indicated in para (7) below could not be assessed because their complete ACRs were not available.  Their cases will, therefore, be considered as and when the ACRs are available to enable their assessment for fitness for ad hoc promotion.

 

3.            Therefore, following  18 Section Officers of ST category, who have been found fit, may be appointed to Grade-I (Under Secretary) of CSS purely on ad-hoc basis subject to their vigilance clearance with immediate effect;
