OFFICE MEMORANDUM

 

Sub:     Due/proper intimation of ad-hoc/in-situ promotion to officers belonging to CSS/CSSS/CSCS who may be on deputation/foreign service to another Ministry/Department/Organisation.

 

            As the Ministry of Agriculture, etc. are aware promotion on an ad-hoc/in-situ basis is granted in the interest of Government’s working. This ad-hoc/in-situ promotions may also be necessitated, inter alia, due to urgent requirement to fill up the post in higher grade, non-declaration of results of various examinations conducted by the UPSC/SSC or protracted litigations.

 

2.         While ad-hoc promotions are resorted to, it is found that some of the officers who might have been eligible for such promotions are on deputation to other Ministries/Organisations. It has come to the notice that the parent Ministry/Cadre do not take due precaution and thereby fail in informing the concerned officer who is on deputation/foreign service about such ad-hoc promotion and offer him a chance to revert for getting this ad-hoc promotion. This has resulted in several litigations and has started causing complications.

 

3.         In the above background, all Ministries/Departments are requested to ensure that due/proper intimation is given to the officers/employees who have been on deputation and who are likely to get ad-hoc promotion. They may also be given a chance to revert within a period of one month – which may be extended upto 3 months, if the officer is interested in ad-hoc promotion. This intimation may also be communicated to the borrowing organization so that there is no amiss for such intimation and that organization may make alternative arrangement should the officer on deputation decided to revert.
