The undersigned is directed to refer to this Department’s O.M. of even number dated the 24^th June, 2000 vide which powers were delegated to the Ministries/Departments to appoint Additional Private Secretaries/OSDs in the rank of Under Secretaries in the personal staff of the Ministers provided such appointments are sought to be made to posts which have been duly sanctioned and which satisfy the criteria laid down by the Department of Personnel & Training vide its O.M.No.8/3/92-CS.II dated the 14^th January, 1994.

2. Since in the case of IAS officers, appointments have to be reckoned against the Central Deputation Reserve (CDR) of the officer’s State Cadre and hence keeping in view the extant of utilisation of the CDR, Appointments Committee of the Cabinet has approved that concurrence of DoPT may be obtained by the concerned Ministry/Department prior to making appointment of an IAS officer as Additional Private Secretary/OSD in the rank of Under Secretary.
