The undersigned is directed to say that it has been stated in this Department's O.M. of even number dated 16.11.91 that the post of Special Private Secretary mentioned as in the Annexure to this Department's O.M. of even number dated 4.4.85 would be admissible only if the Minister of State holds additional charge of an additional Minis" or of a separate independent Department under a different Ministry. It has been further clarified therein that there would be no entitlement to additional staff in case of Minister of State holds charge of more than one Department within the same Ministry.

2. It has been observed that there have been situations where a Minister of State (without independent charge) holds additional charge of another Ministry or a Department under another Ministry. In such situations, the Minister concerned has necessarily to maintain personal Staff in each of the two Ministries/ Departments for the efficient discharge of his functions and responsibilities. The question of admissibility of additional staff to such a Minister of State concerned has been considered and it has been decided that in this situation also, the Minister of State may be sanctioned one additional post of Special Private Secretary (Rs. 3700-5000) if the same is required by the Minister.
