Subject:           Promotions made by the CS Division of DOPT in CSS, CSSS and CSCS –non implementation of orders regarding.

 

 

The undersigned is directed to say that CS Division of DOPT has issued a large number of orders promoting various categories of staff of the Central Secretariat Service (CSS) Central Secretariat Stenographers Service (CSSS) and Central Secretariat Clerical Service (CSCS).  In the last few months, almost 2000 persons have been promoted either on regular basis or on ad-hoc basis in the above three services.

 

2.                     It has been observed that various Ministries/Cadres have not been implementing these promotions/transfer orders expeditiously.  Either the DPCs have not been conducted within the time stipulated or individuals have not moved out, on one pretext or the other.   This has been viewed very seriously.  One of the reasons for non movement of the personnel from one Ministry to another Ministry, even in the case of promotions, is that the individual is already in receipt of the promotion benefits through A.C.P (Assured Career Progression)  Scheme and since there is not much financial gain, the centralized promotion  orders issued by this Department are not being implemented,  which is adversely affecting the  working of the  Ministries where  staff shortages exist.

 

3.                     In view of the above it has been decided with the approval of the  competent authority  that, wherever  officials have been promoted  and have been  posted to other Ministries, the grant of  ACP benefits will cease from the date of  issue of orders of this Department or the  date of finalization of DPC proceedings,  which ever is later.  All Cadres/Ministries are requested to strictly enforce these orders, without exception, so that those persons who have not moved out on promotion will not also get the benefits of ACP henceforth.  All Ministries are requested not to entertain any representations for retention, on any grounds whatsoever, against the implementation of these orders.

 

4.         It has also been observed by this Ministry that a large number of representations are received in this Ministry as soon as promotions orders are issued, “canvassing” for retention of persons within the same Ministry on one ground or another.  This is also leading to a lot of heartburn in all the three services.  The Associations/Unions have been repeatedly urging DOPT

that retention may not be allowed.  The CVC has also been time and again reiterating the need for rotational transfers, especially of persons who are in sensitive Ministries/Department.  Accordingly, it has been decided with the approval of the competent authority that no representation received in DOPT for retention of personnel will be entertained in future.  Sending of requests to DOPT, will amount to canvassing and the concerned employees will be liable for disciplinary action under the CCS Conduct Rules. 

 

 

5.         All Ministries/Departments are requested to kindly take note of these instructions, give them wide publicity and implement them strictly.
