Subject: Finalisation of Common Seniority List (CSL) of Steno. Grade ‘C’ – Select List Years upto 1990 – reg.
The undersigned is directed to refer to this Department’s
‘Subject to their inter se seniority in their respective cadre being maintained, the names of those officers appointed to the grade as direct recruits on the basis of competitive examination shall be arranged according to their order of merit in the competitive examination, persons appointed from an earlier examination being placed above those appointed from a later examination. In this combined list of direct recruits, the names of persons regularly appointed to the grade from the select lists for that grade shall be arranged by placing each such officer immediately above the senior most direct recruit who is junior to him in his cadre. The promotee Grade ‘C’ Stenos, who do not find a place in the Common Seniority List because of the absence of the direct recruits belonging to a particular year shall be placed en-bloc at the bottom of the Common Seniority List pertaining to that year, below the last direct recruit, on the basis of the date of their regular appointment in the grade without disturbing their inter-se-position’, and forwarded to all the cadre authorities for circulating among the Steno. Grade ‘C’ concerned with a view to invite representations/objections, if any, relating to any factual inaccuracy and order of their placement in the list. Cadres were also requested to verify the correctness of the particulars such as date of regular appointment, date of birth and also to forward the names of Stenos. Grade ‘C’ shown in the list who have already been appointed as PS on regular basis against SQ & DE quota, to this Department.
2. It is noted that
most of the representations relate to the change in the rank number obtained by
the Direct Recruit Grade ‘C’ Stenos. In
this connection, it is stated that the reason for the change of rank number has
already been clarified in para 2 of this Department’s

their cadre authorities to whom the Combined Merit list of Stenographers (DRs) for the years 1989 and 1990 has already been forwarded vide this Department OM No.10/1/90-CS.II dated 27.3.96. On the basis of the information received from the cadre authorities, in some cases the order of placement has been revised, and the names of the Stenos. Grade ‘C’ who have already been appointed as PS on regular basis have been deleted from the list. Further, wherever required, corrections regarding date of birth, spelling of the name(s) etc. have also been carried out in the list. Having regard to this, all the representations received will stand disposed of accordingly.
3. Accordingly, the Common Seniority List of Stenos. Grade ‘C’ has been finalised and it may be seen on the web site of this Ministry i.e.:-
