Subject:- Timely submission of ACC cases/other important references - instructions regarding.

The undersigned is directed to say that the Prime Minister, taking note of the fact that cases requiring approval of the ACC continue to be sent by the administrative Ministries/Departments in disregard to the time schedules prescribed in this behalf, directed that unless there are exceptional circumstances of an unforeseen nature, with effect from 01.04.2005, ACC proposals / other important references, which are not received in time, will be returned with the following observations.
“This proposal has been received in the PMO on __________ (date). The PMO is unable to entertain as it has not been received sufficiently in advance as specified from time to time and in Cabinet Secretary’s Circular D.O. letter No.9/10/2004-CS(A) dated 14.7.2004 to all Secretaries in Government of India. Hence the proposal is returned with this note.”
2. All Secretaries to the Government of India are requested to take note of the above directions of the Prime Minister and ensure that proposals for consideration of the ACC are submitted in time.
