OFFICE MEMORANDUM

 

Subject: Fixation of pay of Grade I Officers of the Central Secretariat Service promoted to the Selection Grade.

 

The undersigned is directed to say that the method of fixation of pay of Grade I officers of Central Secretariat Service on their promotion to Selection Grade has been spelt out in this Department’s Office Memorandum No.5/3/89-Estt.(Pay.I) dated the 6th March, 1991.The question of fixation of pay in such cases consequent upon revision of scales of pay on acceptance of the recommendations of the Fifth Central Pay Commission has been considered by Government and the President is pleased to decide that in case of promotion of Central Service Officers from Grade I to Selection Grade a minimum increase in basic pay of Rs.650/- p.m. may be granted. While applying the above principle the following method may be adopted.

The pay shall be fixed at the higher of the two amounts indicated below:-

The minimum of the time scale of the Selection Grade of CSS; and

The stage in the time scale of the Selection Grade of CSS equal to the pay of the officers in Grade I of CSS plus Rs.650/- or, if there is no such stage, at the next higher stage.

The President is also pleased to decide that in the case of officers officiating in the Selection Grade of CSS on an enhancement of their substantive pay in Grade I of CSS as a result of increment or otherwise, the officiating pay of the officers in the Selection Grade shall be re-fixed in accordance with the above provisions if such a re-fixation is to their advantage.

These Orders shall apply to all cases of promotions of Grade I officers of Central Secretariat Service to the Selection Grade made on or after 1st January, 1996.
