OFFICE MEMORANDUM
Grant of ex-gratia payment in respect of CPF retirees and their family members.
  1. The undersigned is directed to say that in pursuance of the Government’s decision on the recommendations of the Vth Central Pay Commission this Department has issued orders regarding revision/sanction of ex-gratia payment to the CPF retirees and their family members vide O.M. of even number dated 16.12.1997 (copy enclosed).

  2. A number of complaints have been received in this Department from the ex-gratia beneficiaries and CPF beneficiaries about non-payment of ex-gratia to them by various disbursing authorities in accordance with this OM in the absence of specific authorisation for the same. All Pension Disbursing Authorities including Public Sector Banks handling disbursement of ex-gratia are hereby informed that payment of ex-gratia to existing ex-gratia beneficiaries at the enhanced rate as mentioned in this Department OM dated 16th December, 1997 cited above does not call for any further authorisation from the concerned Accounts Officers/Head of Office, etc. The Pension Disbursing Authorities are required to take suo-motto action for revising the rate of ex-gratia in case of existing ex-gratia beneficiaries. A suitable entry regarding the admissibility of revised consolidated ex-gratia shall be recorded by the ex-gratia Disbursing Authorities on the ex-gratia Payment Order. An intimation regarding disbursement of revised ex-gratia may be sent by the ex-gratia disbursing authorities to the Office of the CPAO and Accounts Officer which issued the ex-gratia payment order in the form given at Annexure-I so that the latter can update the ex-gratia payment order register maintained by him. The acknowledgement shall be obtained by the ex-gratia disbursing authorities from office of CPAO and the respective Accounts Officers in this behalf.

  3. New categories of CPF retirees becoming eligible for grant of ex-gratia in terms of para 6 of this Department OM dated 16.12.1997 will approach their respective Heads of Offices in which they had last served before retirement for taking necessary action by the latter for sanction of ex-gratia payment. In this connection procedure prescribed by Ministry of Railways regarding benefit of ex-gratia payment to SRPF retirees vide their letter No. F(E)III/97/PNI/Ex.Gr./5 dated 27.01.1998 (copy enclosed at Annexure-II) can be considered by the concerned Departments for their necessary action/guidance in respect of their CPF retirees eligible for ex-gratia sanction.

  4. Ministry of Agriculture etc. are requested to bring the contents of these orders to the notice of Controller of Accounts/Pay and Accounts Officers and Attached and subordinate Offices under them on a top priority basis. All Pension Disbursing Offices are also advised to prominently display these orders on their notice boards for the benefit of the persons eligible for ex-gratia payment.
