Subject:  Web-based 'Pensioners' Portal', a Mission Mode Project under National e-Governance Plan (NeGP) – Identification of Pensioners' Associations – reg. 

 

Sir,

 

            I am to state that the Department of Pension & Pensioners' Welfare in the Ministry of Personnel, Public Grievances & Pensions, is responsible, interalia, for the formulation of pension policy and rules thereunder; interpretation of pension rules and tendering advice on the references concerning pension and retirement related matters, received from various sources including the GOI Ministries/Departments.  This Department has recently been entrusted with the responsibility of implementation of a Mission Mode Project under the National e-Governance Plan, known as 'Pensioners' Portal', for the welfare of Pensioners.  The idea underlying the Portal is to provide for the welfare of Central (Civil) Pensioners across the country in order to facilitate redressal of their grievances and provide information, guidance, etc. on pension and retirement related matters.  

 

2.         The Department has since designed and developed the 'Pensioners' Portal' in collaboration with National Informatics Centre (NIC).  The Portal was launched for public domain on 30.3.07 by the Hon’ble Minister of State for Personnel, Public Grievances & Pensions, Shri Suresh Pachouri.  The Portal can be accessed at the website http://www.pensionersportal.gov.in.   The Portal has 2 parts – (i) Non-Interactive part and (ii) Interactive part.  While the non-interactive part gives various details and information about the pension and retirement related matters, the interactive part concerns with the redressal of Pensioners’ grievances. 

 

3.         A brief note on the 'Pensioners' Portal' is enclosed herewith, for perusal.

 

4.         In order to cater to the Pensioners’ grievances across the country, it is proposed to identify some Pensioners' Associations, one each in the major States to begin with.  The Pensioners' Associations would be identified based on their experience in the field, their reputation, credibility, efficiency, etc. The Associations so identified are proposed to be supported with basic Hardware/Software and necessary training to their representatives – a maximum of 3-4 representatives for each Pensioners’ Association. GOI would also place some funds at the disposal of such Associations to enable them meet their day-to-day expenditure. The success of the Portal would largely depend upon the performance of these Associations in rendering service to the Pensioners in their respective area. 

 

5.         In order to enable this Department to identify and finalise the names of some good and reputed Pensioners' Associations to be involved in the process, you are requested kindly to provide information in the enclosed format (Annexure), to this Department on priority which may reach this office within a fortnight of the receipt of this letter.  It may please be ensured that copies of supporting documents as indicated in the format, are also submitted alongwith the necessary details. This Department would firm up the names of Pensioners' Associations from various States after the scrutiny of information and other details provided by them. 

 

6.         It is once again requested that the deadline for submission of detailed information, alongwith the supporting documents, may please be adhered to failing which, this Department would not be in a position to consider the names of such Associations for the purpose.
