      OFFICE MEMORANDUM

 

Subject:-             Annual Confidential Reports for the employees of non-statutory Canteens/Tiffin Rooms located  in Central Government Offices – Matter regarding.

 

             The undersigned is directed to say that in compliance of an order passed by the  Hon’ble Supreme Court, staff serving in the Departmental Refreshment Canteens and Tiffin Rooms were declared as Government employees w.e.f. 1.10.1991.  Consequently, the conditions of service rules called “Departmental Canteen Employees (Recruitment and Conditions of Service) Rules, 1980” notified in the GSR-54 and meant for use prior to the declaration of Canteen staff as Government staff  had been repealed.  After 1st October, 1991, the Canteen staff, having become Government employees, come under the purview of various CCS Rules.   Model Recruitment-cum-Promotion Rules, in place of the repealed GSR-54, had also been circulated vide this Department’s O.M. No.3/2/94-Dir(C) dated 1.3.1995 for Notification and  adoption by the Departments themselves.

 

2.         Consequent to the lifting of ban on filling up of vacancies in the Canteens, it is expected that various Departments/Offices would need to take up cases for promotion of their employees working in their Canteens.  In this context it has been decided that there should be a system of periodical assessment of the performance of the employees for which Reporting System has to be devised.  Accordingly, Forms for rendering Annual Confidential Reports on all categories of Canteen staff (except Group ‘D’ staff) have been drawn and are enclosed.  Suitable instructions may be issued by all Departments/Ministries to all concerned including their attached and subordinate offices.
