Cadre Training Plan for officers of the Central Secretariat Stenographers’ Service (CSSS). |
The undersigned is directed to refer to this Ministry’s O.M. of even number dated the 13th March, 1989 through which the Cadre Training Plan inter-alia for the officers of CSSS was evolved and circulated. In recent years, a steady restructuring of the CSSS has taken place. In addition, computerisation, automation and an overall environment of liberalisation is coming up. With every upswing in the career of the members of CSSS, both quantitative and qualitative changes take place in respect of possession of in-depth knowledge of rules and procedures and advanced professional skills to effectively perform their role, in the context of higher expectations from officers and public. Accordingly, there is a need for enrichment of existing knowledge and skills at every new stage in their career and to focus training/development effort consciously in this direction.
2. Keeping in view the above and the professional needs of the each grade of CSSS, a new Cadre Training Plan has been evolved. A copy of the said Cadre Training Plan is enclosed.
3. The salient features of the new Cadre Training Plan for officers of CSSS are as under:
All Direct Recruit Stenographers shall undergo an induction training (as given in Annexure-I) and envisaged in CS Division’s O.M.No.20/21/94-CS.II dated the 2nd January, 1995, within three months of joining the Ministry/Department/Office.
All Direct Recruit Personal Assistants shall undergo
the induction training programme of two weeks duration (as given in
Annexure-II) conducted by the Institute of Secretariat Training &
Management (ISTM) after allocation and before joining the
Ministry/Department/Office.
All promotee Personnel Assistants shall undergo the
same training programme as prescribed for Direct Recruit Personal
Assistants, within one year of their regular promotion, failing which,
there next increment will be withheld.
All Private Secretaries (both seniority quota and
Limited Departmental Competitive Examination quota) shall participate in
the Workshop as prescribed in Annexure-III to this O.M. within one year
of their promotion, failing which their next increment will be withheld.
All Principal Private Secretaries shall participate in the Workshop as prescribed in Annexure-IV to this O.M. within three months of their promotion.
Annexure-I
INDUCTION TRAINING COURSE FOR STENOGRAPHERS (DIRECT RECRUITS) OF CENTRAL SECRETARIAT STENOGRAPHERS’ SERVICE (CSSS)
Objectives:
At the end of the course the trainees will be able to-
Duration - Two weeks
Computer - 4 working days
Study tour - (Two intervening holidays + 1 working day)

Since the induction training for Stenographers has been decentralised vide CS Division’s O.M.No.20/21/94-CS.II dated 2nd January, 1995, this proposal can be incorporated as revised decentralised induction training programme.
