Subject :- Promotion of Stenos Gr. ‘C’ to Steno Gr. ‘A’ & ‘B’(Merged)(Designated as P.S)

of CSSS on ad-hoc basis- reg.

In partial modification of this Department’s O.M. of even number dated 31.5.2006, the undersigned is directed to say that it has been decided to make re-nomination of the following Steno Grade ‘C’ on their ad-hoc promotion as Steno. Grade ‘A&B’ (Merged) (designated as PS):-

2. It has also been decided to cancel the nomination of Ms. Rita Behl, from the Cadre of Planning Commission to the Cadre of Road Transport and Highways, as she is no more.

3. It is pointed out that a large number of references/representations seeking retention of PSs (ad-hoc), on one ground or the other were received in this Department but it has not been found feasible to agree to such requests/representations excepting those mentioned in para 1 above. It is, therefore, requested that all the PAs who are to be appointed as PSs on ad-hoc basis may be relieved of their duties immediately, wherever applicable, with the direction to report for duty in the Cadre(s) to which they have been nominated. It is further pointed out that the CSSS Association has requested this Department to fill up immediately the resultant vacancies arising on account of promotion of PAs to PSs on ad-hoc basis. It is, therefore, requested that if any person declines to accept the promotion on any ground, the details of such cases may please be furnished immediately so as to enable this Department to take further necessary action. It is made clear that persons who refuse ad-hoc promotion to the post of PS will not be considered again for ad-hoc promotion in future but would be considered only for regular promotion in due course of time.

4. Attention is also invited to para 5 of this Department OM of even number dated 31.5.2006 in which the details regarding shortage/excess in the representation in the categories of SCs/STs in terms of the reservation rosters maintained by the Cadre Authorities were sought for. In addition, the details such as the names of regular PSs who are on deputation, the sanctioned term of deputation, the nature of the ex-cadre post etc. were also sought for vide para 6 of this Department’s OM of even number dated 31.5.2006 referred to above. However, no such details have been furnished by any of the Cadre authorities. Since the said details are necessary for making further promotions of PAs to PSs on ad-hoc basis it is requested that the above details as well as the number of vacancies remaining to be filled in Steno. Grade ‘A’ & ‘B’ (merged) (with category-wise break-up viz. Gen./SC/ST) must be furnished to this Department urgently, in the enclosed proforma latest by 31.7.2006. Information may also be sent by e-mail on the following address vacancy-CSS @ nic.in.
