OFFICE MEMORANDUM
Sub: Promotion of Assistant as Section
Officer of Central Secretariat Service (CSS) on ad-hoc basis.

The undersigned is directed to refer
to this Department's O.M.
No.21/6/2004-CS.I dated 16.3.2004 and to say that it has, inter
alia, been decided to make ad-hoc promotion from the grade of Assistant to the
Grade of Section Officer of the following categories:-
(i)
All the Assistants of
Supplementary Common Seniority List (SCSL) of the year 1987 and the year 1988
issued vide this Department's O.M. Nos.6/11/96-CS.I dated 19.9.97 and 6/14/97-CS.I
dated 3.6.99 respectively, who still remain to be covered for regular
appointment in the Select Lists of Section Officers;
(ii)
All the Assistants
included in the SCSL of the year 1989 issued vide this Department's
O.M.No.6/11/98-CS.I(Vol.II)dated 9.2.2004.
2. All the Cadre Authorities are requested
to consider the cases of above categories of Assistants for ad-hoc promotion to
the Section Officer's grade and to issue promotion orders subject to their fitness and clearance from vigilance angle.
3. Ad-hoc promotion to the grade of
Section Officer will be subject to the following conditions:-
(i)
Ad-hoc promotions will
be made purely as a stop-gap measure and shall
not confer any right to continue in the grade indefinitely or for inclusion
in the Select List for regular appointment or to claim seniority in the Section
Officer's grade.
(ii)
Ad-hoc arrangement may
continue till regular candidates in Section Officer’s Grade are available through Seniority Quota and/ or Limited
Departmental Competitive Examination (LDCE).
In the event of the ad-hoc appointees not qualifying for regular
appointment in either of these two categories, they will be reverted to the Assistant's Grade on availability of
such regular Section Officers.
(iii)
Ad-hoc appointees in
the grade of Section Officer may continue to work in the same cadre until
further orders. They may, however, be
transferred to the other cadres while allocating the revised strength in the
grade of Section Officer as a result of cadre restructuring of CSS or in the administrative
exigencies.
(iv)
All the existing ad-hoc
appointments in the grade of Section Officer (excepting those Assistants of
SC/ST categories, who were promoted against the posts reserved for SCs &
STs) which may have been made by the cadres either under their own delegated
powers or with the concurrence of this Department will be terminated forthwith
if the officers concerned do not figure in the list to be prepared and operated
in accordance with the above instructions.
(v)
The effective date of
ad hoc promotion in respect of those found fit and clear from vigilance angle
will normally be the date of issue of
this O.M. in respect of those on duty (exception being those on leave, on
deputation, under suspension on whom
some penalty may have been imposed and such other cases in which cadre
authorities are satisfied having regard to circumstances of such cases that the
effective date of promotion should be subsequent to the date of issue of this
O.M.).
4. It may further be stated that while
this Department is taking necessary action to assess and allocate the revised
strength in various grades including that of Section Officer for each cadre,
additional posts to the extent necessary to accommodate ad-hoc appointees as
per the above scheme of things would be deemed to have been created in each
administrative Ministry/Department.
5. In case, there is a Ministry/Department
where there is none available for ad-hoc promotion upto SCSL 1989 and some
other Assistants beyond 1989 SCSL are continuing on an ad-hoc basis, in that
case also, the ad-hoc promotion(excepting those Assistants of SC/ST categories,
who were promoted against the posts reserved for SCs & STs) should be terminated forthwith and
intimation sent to this Department so that an adequate number of ad-hoc
appointees from other Ministries/Departments could be allocated.
6. All the Cadre Authorities are requested
to take necessary action in this regard urgently and keep this Department
informed of the action taken. In
particular, following may be ensured:-
(i)
Copies of promotion
orders may be endorsed to this Department.
(ii)
Names of those
Assistants considered but not found fit for promotion.
(iii)
Information in the
format enclosed.
7. The above exercise may please be
carried out on ‘Top Priority’ and completed in one month’s time.
8. A copy of this communication is also
being endorsed to Financial Advisors of all the Ministries/Departments
requesting them to advise DDOs/Pay Accounts Officers under their control so as
to ensure that pay and allowances, etc. of the ad-hoc appointees in the grade
of Section Officers is drawn only in respect of those officers who are promoted
in accordance with the above scheme of things.
