OFFICE MEMORANDUM
Sub: Appointment of Under Secretaries (in-situ)
as Under Secretaries (ad-hoc) of
Central Secretariat Service (CSS).

The undersigned is directed to refer
to this Department's O.M.
No.21/6/2004-CS.I dated
16.3.2004 and to say that it
has, inter alia, been decided that the existing Under Secretaries (in-situ),
may be appointed as Under Secretaries on ad hoc basis. This decision has been taken on the grounds
that the preparation of regular Grade I Select Lists for the years 1995 onwards
is pending and may take sometime.
2. Accordingly, all the regular Section
Officers of CSS who were appointed against the upgraded posts of Under
Secretary on personal/in situ basis may be promoted as Under Secretaries on ad
hoc basis, subject to clearance from
vigilance angle with immediate effect on the following premise:-
(i)
Such of the officers would continue to work in
the same Ministry/ Department where they are working for the time-being;
(ii)
The ad-hoc promotion
shall not confer any right to continue in the grade indefinitely or for
inclusion in the Select List for regular appointment or to claim seniority in
the Grade I (Under Secretary) of CSS.
(iii)
Ad-hoc appointees may
be moved to different Ministries/ Departments as and when the allocation of
specific number of posts to different Ministries/Departments is done apart from
the transfer, which may in the meantime be necessitated due to administrative
exigencies.
3. It is further stated that the posts of
Section Officer, which were upgraded to the level of Under Secretaries as
personal to these officers would be demitted by them and to the extent
the ad-hoc appointments are now notified, a corresponding number of posts of
Under Secretaries would be deemed to have been created. In the respective
Ministry/Department.
4. Formal notification regarding
appointment of officers as Under Secretary on ad hoc basis, may be issued by
the respective Ministries/Departments where they are presently working after
satisfying about their clearance from vigilance angle. It may please be noted that notification for
appointment may be issued only in respect of those on duty i.e. excluding the
ones on deputation, leave etc.
5. All the cadre authorities are requested
to take necessary action in this regard urgently and keep this Department
informed of the action taken. In
particular, following may be ensured:-
(i) Copies of promotion orders may be
endorsed to this Department.
(i)
Information in the
Annexe enclosed.
6 The above exercise may please be carried
out on ‘Top Priority’ and completed in one month’s time.
