ORDER
Sub: Creation of a separate cadre of Ministry of
Personnel, Public Grievances and Pensions.
In pursuance of Rule 22 of the
Central Secretariat Service (CSS) Rules, 1962, Rule 23 of Central Secretariat
Stenographers' Service (CSSS) Rules, 1969 and Rule 21 of the Central
Secretariat Clerical Service (CSCS) Rules, 1962, the Central Government in the
Ministry of Personnel, Public Grievances and Pensions (Department of Personnel
& Training) hereby constitutes with immediate effect a new cadre for the
Ministry of Personnel, Public Grievances and Pensions in respect of the various
grades of CSS/CSSS/CSCS by bifurcating the existing cadre of Ministry of Home
Affairs.
2. The newly constituted cadre of the
Ministry of Personnel, Public Grievances and Pensions will comprise the
following Departments/Units:-
(i)
Department of
Personnel & Training
(ii)
Department of
Pensions and Pensioners' Welfare
(iii)
Department of
Administrative Reforms and Public Grievances
(iv)
Public
Enterprises Selection Board (PESB)
(v)
Staff Selection
Commission (SSC)
(vi)
3. The sanctioned strength of the various
grades of CSS/CSSS/ CSCS in the bifurcated cadre of the Ministry of Personnel,
Public Grievances and Pensions will be as per the annexure.
4. The sanctioned strength for each of the
grades of the three services in the cadre of MHA will stand reduced
correspondingly, i.e. by the strength now allocated to the newly constituted
cadre of Ministry of Personnel, Public Grievances and Pensions.
5. The present incumbents in the various
grades of the three Secretariat Services shall stand allocated to the
respective cadres on as is where is basis. The persons on deputation will also be
allocated likewise.

6. The issue of inter-se seniority of
persons allocated to each cadre in the various grades shall be determined in
accordance with the relevant statutory rules on the subject.
7. With the constitution of the new cadre
of the Ministry of Personnel, Public Grievances and Pensions, the total
strength of the cadres would stand increased from 33 to 34 cadres in respect of
the three Secretariat services, viz. CSS, CSSS and CSCS. Department of Personnel and Training shall be
the cadre authority in relation to the newly constituted cadre of the Ministry
of Personnel, Public Grievances and Pensions.
