- Finalization of Common Seniority List (CSL) in
the Grade of UDC of CSCS for the Select List year 1994 – reg.
----
The
undersigned is directed to refer to this Department’s OM of even number dated
06.12.2007 forwarding therewith the provisional CSL of UDCs and to say that the
Common Seniority List of UDCs of CSCS for Select List Year 1994 has now been
finalized in terms of Rule 11 (3) read with Regulation 2 of Third Schedule of
CSCS Rules, 1962 by adopting the following the principle:-
‘Subject
to their inter-se seniority in their respective cadres, Departmental Examinees
of UDCs are arranged in order of their
merit and UDCs of Seniority Quota appointees are interpolated with them
as laid down in CSCS (Preparation of Common Seniority List) Regulations,
1971. If
there is no Departmental Examinee in a particular cadre, the Seniority
Quota of that cadre are placed at the bottom of the relevant Select List on the
basis of their length of service in UDC grade as laid down in CSCS (Preparation
of Common Seniority List) Regulations, 1971’.
2. It
is noted that most of the representations relate to corrections regarding names
and date of birth of UDCs and the same have been carried out in the list. On the basis of the information received from
cadres, individuals and also re-verifying the seniority list of the cadres, the
order of placement of some of the officials of M/o Home Affairs, Commerce etc.,
has been revised. Further, in order to
maintain the inter-se seniority in the cadre, seniority of some officials has
undergone changes as reflected in the CSL.
The names of the UDCs who have resigned/expired/transferred /promoted on
regular basis have been deleted from the list.
Some representations have been received from individuals regarding their
juniors in Clerks Grade Examination becoming senior to them in the CSL of
UDC. The matter has been examined and
it is mentioned that the grade of LDC is
de-centralised and their seniority is
maintained cadre wise. The seniority in
UDC grade is fixed by respective cadres in accordance with the provisions of
the CSCS Rules. The Common Seniority
List of UDCs of CSCS is prepared by this Department on the basis of the Cadre
seniority list of UDCs by following the principle mentioned in para 1
above. As such the seniority
in the Grade of LDC has no relevance while preparing the Common
Seniority List of UDCs of CSCS. Hence,
no merit was found in those representations.
As such, all the representations received in this regard stand disposed
of accordingly.
3. One
representation has been received from M/o Home Affairs regarding the seniority
of Shri Shyam Lal, UDC. Pending
resolution of this matter, in
consultation with the M/o Home Affairs, the seniority of the official is kept provisional. Accordingly, Common Seniority List of UDC
for the Select List year 1994 has been finalised and may be seen on the web site
of this Ministry i.e:-
