OFFICE MEMORANDUM
Sub: Cadre clearance in respect of Section Officers
of CSS who have been upgraded as Under Secretary on in-situ basis, for applying
to deputation.
As
the Ministry of Agriculture, etc. are aware this Department is the cadre
controlling authority in respect of officers of Grade (Under Secretary) and
above of CSS. That being the position, cadre clearance is accorded by this
Department in respect of such officers when they apply for deputation/foreign
assignment etc.
2. In
this regard, a question has arisen whether Section Officers (decentralized grades
where various cadres are responsible in respect of them) who have been given
in-situ poromotion/personal upgradation should be accorded cadre clearance by
respective cadres or the DoP&T. The matter has been reconsidered and it has
been decided that in respect of in-situ officers at the level of Under
Secretary, cadre clearance would be accorded by this Department henceforth.
Those instructions may kindly be noted for compliance.
3. It
is also requested that proposal for cadre clearance in respect of officers of
CSS at the level of Under Secretary (including in-situ/ad-hoc) and above may be
forwarded in the enclosed proforma and replies, etc., against each of the
column should be filled up neatly in words/figures and no column should be left
blank. This will avoid making back references and facilitate early disposal of
the proposal.
