Sub: Cadre clearance in respect of Grade
I/Selection Grade officers of Central Secretariat Service for applying to the
Ex-Cadre post on transfer on deputation basis.

As the Ministry of Agriculture etc.,
are aware, this Department is the cadre controlling authority in respect of
officers of CSS at the level of U.S. and above. That being the position, cadre clearance is accorded by this
Department in respect of such officers when they apply for deputation/foreign
assignment etc.
2. In
this regard, it is stated that normally after the approval of this Department,
the administrative Ministr4ies/Departments are required to forward the
application to the concerned borrowing organization. However, it has come to the notice of this Department that some
Ministries/Departments send the applications directly to then borrowing agency
without/prior approval of this Department and then seek the cadre
clearance. In some of the cases, it has
also been noticed that this is sought only after the selection has been
finalized.
The
above matter has been reconsidered and it has been decided that applications of
the officers of Under Secretary and above of CSS should be forwarded to the
borrowing authority only with the prior clearance of this Department as far as
possible. However, where there is
shortage of time for any reason the application(s), the same may be forwarded
clearly indicating to the borrowing
Department/organization that his candidature is purely provisional and subject to the cadre clearance of DOP&T.
These
instructions may kindly be noted/followed scrupulously.
