Sub:- Deputation of CSS/CSSS officers who have got in-situ/personal upgradation – clarification regarding.
The
undersigned is directed to invite attention to this Department’s OM
No.20/17/99-CS.II dated 26th December, 2000 on the subject mentioned
above.
2. Representations
have been received in this Department for allowing the actual benefit of the
pay scale of the post upgraded on an in-situ/personal basis to CSS/CSSS
officers on deputation.
3. The
matter has been examined in this Department and it has been decided that while
eligibility of an employee for appointment against an ex-cadre post in terms of
the provisions of the Recruitment Rules of the ex-cadre post will continue to
be determined with reference to the post/pay scale of the post held in the
parent cadre on regular basis (and not with reference to the higher scale
granted on in-situ promotion), such an officer in the event of selection, may
be allowed to opt to draw pay in the higher scale on in-situ promotion without
deputation allowance during the period of deputation, if it is more beneficial
than the existing general orders regulating pay on appointment on deputation
basis. This Department’s OM No.20/17/99-CS.II dated 26.12.2000, ibid stands
amended to the above extent.
4. Past
cases on or after 26.12.2000, decided
otherwise on the basis of the earlier clarification may also be reviewed in the
light of the above decision.
5. All
cadre authorities are requested to bring the above decision to the notice of
all concerned for necessary action.
