The undersigned is directed to say that the Union Ministers/Parliamentary Secretaries are entitled to have personal staff on co-terminus basis, on the scale laid down in this Department’s O.M.No.8/3/92-CS.II, dated 14.1.1994. Proposals for creation/upgradation of posts, not covered by the prescribed scale, are required to be sent to this Department and Ministry of Finance for approval. Sometimes, such proposals are sent without first getting the approval of the Minister himself and have, therefore, to be returned to the Ministry/Department concerned for getting the needful done.

2. In view of the position stated above, Ministry of Home Affairs etc. are requested to ensure that any proposals for creation/upgradation of posts not covered by the prescribed scale of personal staff are sent to this Department only after obtaining the approval of the Minster concerned.
