The undersigned is directed to refer to this Department's O.M. No. 8/5/85-CS.II dated 4th April, 1985 indicating the scale of personal staff for Ministers and Parliamentary Secretaries. According to the instructions issued in the said O.M. read with clarifications issued in this Department's O.M.No.8/5/85-CS.II dated 11.6.91, a Minister of State holding additional charge of another Ministry or a separate, independent Department under another Ministry is entitled to one additional post of Special Private Secretary (Rs. 3700- 5000) if the same is required by the Minister,

2. The provision of one additional post of Special Private Secretary to Ministers of State for the additional charge has been reviewed by Government. In view of the present financial stringency, it has been decided that the instructions contained in the aforesaid O.Ms in so far as the appointment of Special Private Secretary for Ministers of State for additional Departments are concerned, be held in abeyance. All the Ministries/Departments are, therefore, requested to treat the aforesaid instructions as modified to that extent.
