OFFICE MEMORANDUM
Subject: - Nomination of LDCs of CSCS for inclusion
in the Select List of UDCs’ Grade of CSCS for the year 2004 under the zoning
scheme.
The undersigned is directed to say
that the range of seniority for promotion from LD Grade of CSCS to the UDCs’
Grade of CSCS for the Select years 2003 & 2004 was specified in this
Department’s Office Memorandum No. 7/1/2005-CS.II dated, 22nd
September, 2005.
2. On the basis of the information furnished
by the cadres for making nomination of surplus LDCs from the Central Panel of
SL 2004, it has been decided to allocate 160 LDCs of different categories to
different cadres of CSCS as in the Annexure for appointment/ inclusion in SL 2004 of UDCs Grade.
3. The cadres are requested to relieve the
officials concerned immediately on receipt of the request from the cadre to
which they have been nominated, for their appointment as UDC. It may please be ensured that seniors are
not relieved of their duties later than their juniors in order to avoid any
complication in the fixation of seniority in the grade of UDC of CSCS in the
newly allotted cadre because as per CSCS (STO) Regulations, 1963, the date of
joining in the UD Grade of CSCS is crucial for fixation of seniority in that
Grade. The cadres are also requested to verify again the correctness of
particulars given in the Annexure and
bring to the notice of this Department the factual discrepancy, if any, with regard to
rank, year of Select List, date of regular appointment, name of the official
and category etc.
4. The transfer of the officials on promotion
from their parent cadre to other cadre(s) would be governed by the principles
enumerated in para 6 of this Department O.M. No. 7/1/2005-CS.II dated, 22nd
September, 2005. The services of the nominated officials may be obtained from
the cadre(s) concerned immediately provided they have been considered suitable by the DPC of the concerned Ministry/Department
and that no vigilance case is either
pending or being contemplated against them. The seniority of the UDCs on
promotion as Assistant in other cadres in Select List year 2004 where they have
been nominated will be regulated as per CSCS (STO) Regulations, 1963. Attention
is also invited to the instructions quoted in para 7 of the DoP&T’s OM
No.7/1/2005-CS.II dated 22.9.2005, according to which in case a person included
in the Select List and nominated to other cadre does not move out within 45 days with effect from the
date of this O.M, he/she will be debarred from promotion on regular basis
for subsequent three Select List years. Such
an action, whenever required, may be taken by the cadre(s). However,
these orders shall not apply to officials who are due to retire from services
within the next two years from the
date of this Office Memorandum. Cadre Controlling Authorities are requested to
ensure that necessary transfer orders in this regard are issued as early as
possible to enable the nominated persons to join the new cadre within a period
of 45 days from the date of this
5 The cadres are also requested to ensure
that if any unfilled vacancy becomes available due to any reason in seniority
quota or any eligible UDC has been ignored inadvertently, the same may be
reported to this Department for further action.
