OFFICE MEMORANDUM

 

Subject: - Centralization of Cadre Management of CSS – Ad-hoc promotions made by the Cadre Authorities on the basis of Cadre Seniority - regarding

            The undersigned is directed to refer to this Department’s OM No. 4/2/2005-CS.II dated Ist May, 2006 on the subject mentioned above and to say that it has been laid down in para                3 (iii) of this Department’s Office Memorandum dated Ist May, 2006 that all ad hoc promotions of UDCs of the Select List year beyond 1990 wherever made should not be extended, but discontinued immediately after completion of one year.  Meanwhile, nomination of UDCs of the Select Lists 1991 & 1992 for promotion to the Assistants’ Grade on ad hoc basis has already been made by this Department against the vacancies of Assistant available in the cadres.  

 

2.         The matter has since been reviewed and it has been decided to make further ad hoc promotion to the Assistants’ Grade. It is, therefore, requested that the information as required in the following table may please be furnished to this Department immediately and positively by 20th October, 2006:-

 

Sanctioned strength of Assistants in the Cadre.

Regular incumbents in position

(excluding  those appointed on                 ad hoc basis as SO and on deputation, if any)

No. of  Assistants on ad hoc  basis (including those nominated by this Department)

No. of vacancies filled up by   ad hoc promotion of UDCs belonging to SL year  beyond 1992, if any  

(Year-wise).

No of officials reverted  to the post of Assistant on the basis of nominations made for SO Grade for SL 2003(SQ) and for SL 2004 (LDCE )

No. of vacancies remaining unfilled, if any.

3.         It is requested that urgent action may please be taken to furnish the requisite information by the stipulated date without fail.  It is made clear that ad hoc appointment of UDCs belonging to SL beyond 1992 as Assistant, if any, made by the cadres are irregular and would not be allowed under any circumstances.  This may please be noted for strict compliance. The information may be furnished in the aforesaid proforma, on the following                e-mail address vacancy-css@nic.in and a hard copy sent to the undersigned. While sending the e-mail, the subject should clearly mention ‘vacancy position of “Assistants” Grade’.
