Sub:   Rotation policy for transfer of officers of Central Secretariat Service (CSS)

            As the Ministry of Agriculture, etc. are aware, this Department had issued rotational policy for transfer of CSS officers vide O.M.No.31/23/98-EO(MM.I) dated 24th December, 1999.  The rotational policy envisages as under:-

(i)                 The tenure of an officer at the level of Under Secretary and Deputy Secretary shall be seven years, he may be transferred to another Ministry/Department(including another Department within the same Ministry) even if he is on the verge of promotion to the next higher grade;

(ii)               There would be no objection to the appointment of an Under Secretary as Deputy Secretary in the same Ministry/Department if he is found eligible and suitable for promotion as Deputy Secretary against a vacant post of Deputy Secretary in that Ministry/Department.  However, on completion of a combined continuous seven years' service in the posts of Under Secretary and Deputy Secretary, he shall be transferred to another Ministry/Department;

(iii)             There would be no objection to the appointment of a Deputy Secretary belonging to the CSS as Director in the same Ministry/Department if he is selected for such appointment.  However, his tenure in the same Ministry/Department as Director shall not exceed five years and the combined continuous tenure as Deputy Secretary and Director on the same Ministry/Department shall not exceed seven years;

(iv)             CSS officers holding the post of Director shall have a tenure of five years in the same Ministry/Department;

(v)                An officer due to retire within three years shall not ordinarily be transferred.

 

2.         Consequent upon cadre restructuring of CSS, the work relating to cadre management of CSS officers has devolved on CS Division of this Department.  All Ministries, etc. are requested to furnish the details in respect of all the officers of CSS working at the level of Under Secretary, Deputy Secretary and Director in the enclosed proforma as on 1.12.2004.   It may kindly be noted that names of officers working in the Commission/ offices, etc. under the administrative control of Ministries have also to be indicated.   The above information may please be furnished by 31st  December, 2004.

Sub:   Rotation policy for transfer of officers of Central Secretariat Service (CSS)

            The undersigned is directed to refer to this Department's O.M. of even number dated 24.11.2004 on the above subject and to clarify as under:-

 

(i)                 The details in the prescribed proforma have to be furnished in respect of all the CSS officers at the level of Under Secretary, Deputy Secretary and Director irrespective of the fact that whether one is due for transfer or not according to the rotation policy;

 

(ii)               Similarly, details of those who are due to retire within 3 years have also to be furnished.

 

2.         It is also requested that names may be arranged in such a way that those whose stay is longer in the Ministry/Department appear first followed by those with shorter stay.

 

3.         As already requested, information may kindly be furnished latest by 31.12.2004 in respect of the CSS officers as on 1.12.2004.
