OFFICE MEMORANDUM

 

Subject:            Section Officers’ Grade – Addition to the Select List for the year 2001 against Seniority Quota.

.

            The undersigned is directed to refer to this Department’s OM of even number dated February 20, 2003, regarding the ‘zone’ for promotion for the Select List of Section Officers’ Grade (Seniority Quota) for the year 2001, and to say that the Select List has since been prepared on the basis of information received from the 33 cadre authorities, which is annexed to this OM.

 

1.2       The zone for the Select List (SQ) for the year 2001 has been restricted to 1.25 times of the number of vacancies as per the adopted procedure to obviate the inter cadre disparities in promotion to the bare minimum.  Accordingly, the placement of candidates have been arranged on the basis of their inter se seniority in the Supplementary Common Seniority List (SCSL) prepared by this Department on an all-Secretariat basis.

 

2.         The size of the Select List (SQ) 2001 as per the information furnished by the cadre authorities stands fixed as under:

2.2       The zone had been fixed taking into account, inter alia, unadjusted Assistants of the previous zone(s).  A few of the officials, whose candidature was also forwarded by the cadre authorities, have not been considered for inclusion in the list for the reasons that they have either been included in the previous Select List or have since retired/expired/not found fit by the DPC/not eligible as per zone issued by this Department. 

 

2.3       The Seniority Quota Select List, 2001 for Section Officers’ Grade annexed herewith has been drawn up on the above basis.  The list contains 51 (Gen: 39, SC: 03 & ST: 09) names.

3.         The cadre authorities are requested to take immediate action for appointment of such officials who have already been declared fit for promotion by the DPC to the grade of Section Officer.  The cadre authorities must ensure that no ineligible/unfit official is appointed to the grade.  It must also be ensured that no vigilance case is either pending or contemplated against the officer being appointed.  Action taken in that regard may also be intimated to this Department.

 

4.         Attention is also invited to this Department’s OM No.16/1/79-CS.I dated 03.09.83, which provides that in case a person included in the Select List and nominated to some other cadre does not move out within 45 days w.e.f. the date of issue of the Select List, he/she will be debarred from inclusion in the Select List (SQ) for three years.  This would, however, not apply to the officers who are due to superannuate within two years from the date of issue of this Select List.
