Sub:- Applications of Government servants for
employment elsewhere - Principles to be observed while considering the question
of forwarding.

As the Ministry of Agriculture etc. are aware, this
Department is the Cadre Controlling Authority in respect of officers of CSS at
the level of Under Secretary and above. That being the position, cadre
clearance is required to be accorded by this Department in respect of such
officers when they apply for deputation/foreign assignment etc.
2. It
is stated that the administrative Ministries/Departments are expected to
forward the applications for deputation posts to the concerned borrowing
organization(s) only in response to advertisements or circulars, inviting
applications as mentioned in Department of Personnel & Training OM
No.5/3/65-Estt.(C) dated the December 21, 1965 (copy enclosed). However there
have been instances where it has come to the notice of this Department that the
services of a particular officer were requisitioned by name by the borrowing
organization(s) without any advertisement or circular issued in respect of the
post in question. It has also been noticed that the clearance of this
Department was sought only after the selection process had been finalized.
3. The
propriety of granting cadre clearance in such cases has been reconsidered in
this Department. It has been decided that the applications of officers
belonging to CSS/CSSS/CSCS should be forwarded to the borrowing authority only
in response to advertisement/circular of the vacancy and cadre clearance of
this Department obtained where necessary.
The cadre authorities are, therefore, requested to follow the requisite
norms scrupulously as mentioned in Department of Personnel & Training OM
referred to above and other instructions issued by this Department from time to
time in this regard.
