OFFICE MEMORANDUM

 

Subject: Effective use of JCM Scheme.

            In the meetings of the Standing Committee of the National Council  (JCM)  and the National Council (JCM) held on 17^th July, 2003, and 6^th September, 2003  respectively,  the Staff Side, inter-alia stated that Departmental Councils are not constituted in some Ministries/ Departments and wherever they are constituted, some of them are not functioning properly.    

 

2.         In this connection, attention is invited to instructions regarding constitution of Departmental Councils  issued from time to time  vide this Department’s Office Memoranda No.9/13/2000-JCA dated 12^th October, 2001 and 27^th August, 2002.     It is emphasized that where Departmental Councils have not been constituted after following the due process of verification under the check-off-system, the same should be expeditiously completed and Departmental Councils constituted at the earliest.   

 

3.         It is also reiterated that regular meetings of Departmental Councils should be held, to make optimum use of the JCM machinery.
