Subject:
Joint Training Programme in Public Policy Analysis Mangement to be conducted in
India and Malaysia from 22nd December, 2003.
Under
a Memorandum of Understanding entered into between the Government of Malaysia
and the Government of India for co-operation in the field of Civil Service,
Personnel Management and Public Administration, it has been decided to conduct 4
weeks Joint Training Programmes in India & Malaysia in Public Policy
Analysis Management for the civil servants of the two countries.
The first programme under this scheme is proposed to be conducted from
the 22nd of December, 2003.
2.
Scope and Course Details
(i)
The course would
be of 4 weeks duration of which 2 weeks will be in India and two weeks in
Malaysia.
(ii)
The Indian
component of the programme would be conducted in the Administrative Staff
College of India, Hyderabad and the Malaysian component of the programme would
be conducted at the National Institute of Public Administration (INTAN), Public
Service Department, Kuala Lumpur.
(iii) The Malaysian Module will focus on the Malaysian
development experience and responses to challenges of Globalisation and
modernisation of public service delivery.
(iv) The
Indian module would focus on Leadership development, e-Government,
Public-Private collaboration, WTO & Trade issues, Negotiation, Strategic
management and Social service development & delivery.
3.
Eligibility Conditions
The
course is open to officers of All India Services, Central services (organized
and non-organized, technical and non-technical) and State Services, subject to
the following eligibility conditions:
(a) Length of Service |
The
officer should have put in at least 9 years of Group ‘A’(class-I)
service. The programme is also open for senior officers (Group ‘A’)
from State Services. |
((b) Age |
The
officers should not be more than 50 years on 1-12-2003 (53 years in case
of officers belonging to Scheduled Caste and Scheduled Tribe) |
(c) Earlier Training |
The
officers should not have undergone a training programme of six months or
more duration in India or abroad, during a period of 5 years preceding the
date of commencement of this programme. |
(d) Number of participants |
15
(fifteen) from each country |
4.
Training expenses:
All
expenses of Indian participants for the Indian component of the course at ASCI
will be borne by the Government of India which will include course fees,
boarding and lodging expenses at ASCI, Hyderabad.
For the Malaysian component, the travel cost to and from Kuala Lumpur
will be borne by the Government of India. The
local costs in Malaysia will be borne by the Malaysian authorities. However, the
travel cost from and to the ASCI Hyderabad from their respective Headquarters
will have to be borne by the sponsoring Department.
5.
Nominations of suitable officers, alongwith vigilance clearance, in the
enclosed proforma, may please be sent to the undersigned, Department of

2003. Nominations received after this date may not be considered.
