OFFICE MEMORANDUM

Subject:Improvement in service conditions of Faculty members in Training Institutions extension of Training Allowance to the State Government Employees regarding.

This Department has been receiving references regarding admissibility of Training Allowance to the State Government Employees joining a Central Training institute as a non-permanent faculty member and also about the permissibility of the pay of the post in lieu of Training Allowance to both Central & State Government employees joining the faculty of a Central Training Institute.

2. The matters have been considered in consultation with the Ministry of Finance and it has been decided as under:-

(i) The State Government employees joining as faculty members on a tenure basis in Central Training Institutes will be allowed training allowance at the prescribed rates with effect from the date of the issue of these orders.

2. In case of State Government employees who had joined the training institutions prior to issue of these orders, they will be eligible for deputation duty allowance @ 5% or 10% as the case may be, depending upon whether the Institute where they are posted is within the same station or in outstation.

(iii) Both the Central Government & State Government employees quoted above have not been and will not be allowed the option of drawing the pay of the post in lieu of Training Allowance/ Deputation duty allowance, as the case may be.

(iv) All other terms & conditions pertaining to Training Allowance remain unchanged.

3. This issues in consultation with the Ministry of Finance, Department of Expenditure vide their ID.No.569/E.III/93, dated 3.5.93.

4. In as much as their application to the persons serving in the Indian Audit and Accounts Department is concerned, these orders issue in consultation with the Comptroller and Auditor General of India.
