OFFICE MEMORANDUM

Subject: Improvement in Service conditions of faculty members in Training Institution.

Reference is invited to this Ministry’s OM of even number dated 31.3.87 on the above subject.

A question has arisen, whether a faculty member in a training institution, who is on deputation and drawing training allowances at 30% of his basic pay is entitled to this incentive when he proceeds abroad for study/training under UNDP / Colombia Plan etc. which are relevant to his work as a faculty member. The issue was examined in consultation with Department of Expenditure . It has been decided that the faculty member is drawing Training Allowance because he is on deputation as faculty member for teaching purpose. He is not performing teaching during his training/study as a faculty member in the Institution and functions in some other capacity. He will therefore not be entitled to the training allowance during his training abroad/study. In other words, the purpose for which the training allowance has been attached to the post is no longer being obtained once the faculty member goes abroad for dopt/Study.

The order will take effect from 1.1.86 in so far as these related to training Institutions primarily meant for training Group "A" officials and from 1.1.87 for training Institutions primarily meant for training other officials.
