OFFICE MEMORANDUM

Subject:Improvement in Service Conditions of Faculty Members in Training Institution.

Attention is invited to sub-para iv of para 2 of this Department's O.M. of even number dated 31st March, 1987, which reads as under:

"Each child of a member of the faculty continuing his education at a centre other than the place of training institutions, should be given leave travel concession twice a year, to be able to join his parents at the place of training institutions."

In view of the language "Leave Travel Concession" employed in the said sub para, a doubt has been raised whether this concession is in lieu of or in addition to the normal L.T.C. facility available under the L.T.C. Rules. It is clarified that this facility to children of faculty members is in addition to the normal L.T.C. facility. In order to avoid the confusion the word 'Leave' figuring in the sub para reproduced above stands deleted.

It is further clarified that this travel concession will be allowed in the manner and subject to the conditions hereinafter indicated:

I. EXTENT OF APPLICATION:

The scheme will apply to Central/State Government servants functioning as faculty members in Training Institutions in India under Central Government,.

II. ELIGIBELITY:

The concession will be admissible only:

(a) in respect of legitimate children including an adopted child (if under the personal law of the Government servant, adoption is legally recognised as conferring on it the status of a natural child) and step children who is/are wholly dependent on the Government Servant.

(b) in respect of their children studying within India;

(c) in respect of those children who are residing for their studies at a plate away from the residence of the faculty member or his family. If the children are residing at a place where the family is residing, they will not be eligible for the concession even if such a place is away from the place of posting of faculty member.

(d) in respect of children studying in recognised educational institutions.

III. FREQUENCY OF ENTITLEMENT:

The concession can be availed of only twice in a calendar year during approved vacations from the educational institution to the place of posting of faculty member to join his parents and back. Where the outward journey is completed in the following year, the concession will be reckoned against the year in which the outward journey commenced. In cases where the children do not return to the educational institutions after the vacations the concession will not be admissible. The approved vacations for this purpose mean the vacations declared by the recognised educational institutions in which the children are studying.

IV. ENTITLEMENT:

The reimbursement will be limited to second class concessional fare for students by rail or actual fare by ordinary public road transport where railway service is not available from, the Railway Station/place nearest to the place where the children are studying to the Railway Station/place nearest to the place of posting of faculty member by the shortest route and back. The term shortest route carries the same interpretation as recognised for travel on duty by Government Servants.

V. RESTRICTIONS

Where both husband and wife are faculty members, only one of them will be eligible to claim concession.

VI. CLAIM

Each claim should be preferred within three months of the date of completion of the return journey, failing which it will be forfeited.- It should be supported by a certificate from the educational institution about the vacations and permission for students concession.

VII. CONTROLLING OFFICER

Controlling Officers for travelling allowance will also act as Controlling Officer for the purpose of this scheme. Each claim should be carefully checked by them to verify its admissibility, and the records relating to children's educational allowance should be scrutinised to the extent they have a bearing on the claim.

These orders will take effect from the date of issue.

In their application to persons serving in the Indian Audit & Accounts Department, these orders issue after consultation with the Comptroller and Auditor General of India.
