13024/2/90-Trg. GOVERNMENT OF INDIA (TRAINING DIVISION) New Delhi,dated 20th November, 1990. OFFICE MEMORANDUM Subject:Improvement in service conditions of faculty members in Training Institutions. Reference is invited to sub-para 2(xii) of this Departments O.M.No. 12017/2/86-Trg.(TNP) dated 31.3.87 on the subject mentioned above, wherein it has been envisaged that the incentives outlined in the O.M. and consequential orders will take effect from 1st January 1986 in so far as these relate to training institutions primarily meant for training Group `A officials and from 1st January 1987 for training institutes primarily meant for training other officials. In terms of sub-para 2(xiv) of this Departments OM dated 31.3.1987 referred to above, an immediate screening of the existing incumbents occupying faculty positions in training institutions who are eligible for the training incentives should be carried out, so that only those who were classified as outstanding faculty are retained and the others reverted to their parent cadre/organisation. 2. References have been received from various Ministries/Departments as to whether the faculty members who are not classified as outstanding faculty and reverted to parent cadre, should be granted training allowance for the period they have actually worked as faculty members/Head of the Training Institutes from 1st January,1986/1stJanuary,1987 to the date of reversion to their parent cadre/organisation. After due consideration of the point raised in these references in consultation with Ministry of Finance ( Department of Expenditure) it is clarified that person who have worked as faculty members/Heads of Training Institutions are entitled to the training allowance from the date of joining till the date of reversion with effect from 1st January, 1986 in case of training institutions primarily meant for training Group A Officials and 1st January 1987 for training institutions primarily meant for training other Officers. 3. In their application to the persons serving in the Indian Audit and Accounts Department, these orders issue after consultation with the Comptroller and Auditor General of India. 4.
