OFFICE MEMORANDUM

Subject: Improvement in service condition of faculty members in training institutions.

Reference is invited to sub-para 2(i) of this Department’s O.M. of even number dated 31st March, 1987, on the subject mentioned above (copy enclosed) wherein it has been provided that the employees of the Government joining training institution meant for training Government officials, as faculty member other than as a permanent faculty member, shall be granted training allowance at the rate of 30% of his basic pay drawn from time to time in the revised scale of pay.

2.    The position for retention or otherwise of training allowance in the context of the resource crunch and the effectiveness of the allowance in attracting talented officers to the training institutes has been reviewed and having regard to all relevant considerations, the Government have now decided that the rate of training allowance wherever it is admissible may be reduced uniformly from 30% to 15%. Accordingly, in para 2(I) of the O.M. dated 31st March, 1987 the rate of 30% may be substituted by 15%. Other incentives and conditions laid down therein remain unchanged.

3.    These orders will come into force from the date of issue of order. In the case of Government servants who are working as faculty members in the training institutions and drawing training allowance at the rate of 30% they may exercise an option within 3 months from the date of issue of this order, to either

    1. accept the reduced rate of training allowance and continue on deputation; or
    2. seek revertion to their parent cadre.

4. This issues in consultation with Ministry of Finance, Department of Expenditure vide their ID No.9(7)E.III/92, dated 17th June, 1992.
