OFFICE MEMORANDUM

Subject: Improvement in service conditions of faculty members in Training Institutions.

The undersigned is directed to invite reference to para-3 of this Department's O.M. of even number dated 9th July 1992, on the above subject (copy enclosed for ready reference) and to state that this Department has been receiving requests for clarification from the faculty of various training institutions as to the date from which the reduced rates of training allowance becomes applicable. Clarifications have been sought as to whether the orders are applicable from 9.7.92, i.e. the date of issue of the orders or 8.10.92, i.e. the date when the period of 3 months permitted for the exercise of option expires. In this connection, it is clarified that the existing incumbents who are in receipt of 30% training allowance and who are required to exercise option within three months, either to accept the reduced rate of training allowance at 15% and continue on deputation or to seek reversion to their parent cadre, will continue to be entitled to draw training allowance at the rate of 30% of their basic pay, for the period from 9.7.92 to 8.10.92, i.e. when the period to exercise the option of 3 months expires.

2. This issues in consultation with Ministry of Finance, Deptt. of Expenditure vide their I.D.No. 2131/JS(Per)/92 dated 24.9.92.

3. In so far as the officers of the Audit & Accounts Deptts. are concerned, this issues with the concurrence of C&AG.
